Following the definition change of Hazardous Waste October 1996, the amount of Hazardous waste produced in the UK remained relatively constant at approximately 5 million tonnes until 2003. Since then this amount has increased sharply due to the increased list of wastes that were reclassified as Hazardous wastes as part of the Hazardous Waste Regulations 2001 and the current Hazardous Waste (England and Wales) Regulations that replaced them in July 2005, which included an expanded hazardous waste list (e.g.the derogation of waste electronic and electrical equipment (WEEE) as a notifiable Hazardous waste material), together with the application of EWC codes for both absolute and mirror entries.
Fundamentally, the 2005 regulations cover and include:
- Definition and classification of hazardous waste as bulk and packaged materials
- The legal requirement of organisations that produce more than 500 kgs of hazardous waste to register their premises annually with a Premises Registration code. This also applies to multi-sites that produce hazardous waste
- The safe and compliant management of hazardous type waste streams
- A visible documentation path within the transfer of all hazardous waste streams
- Consignee responsibility when receiving hazardous waste with the IPPC permit or waste management license, to include waste control documents and quarterly producer waste returns.
